• At most one request every few seconds per host, typically once a week.
• Conditional requests (ETag / If-Modified-Since), so unchanged files cost a 304.
• Form indexes and form files only — never search pages, accounts, or case records.
• Files are fingerprinted and read to keep listings accurate; they are never republished.
